JAMILYNN  D’AVOLA

Email Address:    Jamilynn.DAvola5@gmail.com

Occupation/Vocation:     Instructional Coach Grades 3-5

Resident of Pikes Peak Region & District:     38 years in Pikes Peak Region and 10 years in D49

Political Leanings

As a candidate in a nonpartisan School Board election, you are not officially associated with any specific political party.  How would you describe your political leanings (socially, fiscally, etc.) and why do you define yourself in this way?

I am a strong conservative who believes in the right to life, liberty, and the pursuit of happiness (free- market capitalism). I believe that government was created for the sole purpose of protecting our God-given rights, not to impose its will on the people or create and spend other people’s money on inefficient government programs to solve problems. I am an original intent constitutionalist. I am pro- life and pro-freedom of speech, religion, press, assembly, and petition. The American Dream is available for every able person through hard work. I believe that part of the role of the Church is to take care of the widows and orphans and all those who are unable to take care of themselves or need help.

Your Experience and Vision

What experience (personal, professional, other) would you bring to your role as School Board Member that will benefit your district?  What is your vision to help ensure the highest quality education for your district’s students?

I am an instructional coach for grades 3-5 at James Irwin Elementary School. I have taught Kindergarten and grades 3-5. My 17 years of educational experience makes me knowledgeable about the inner workings of a school and the types of instruction that are the most effective. I understand the challenges teachers face and the supports they need to be successful. I am currently the vice president on the D49 BOE. Being on the board has taught me the importance of healthy civil discourse around the most pressing issues in education today. As a five-member board, it is imperative that we can disagree and treat each other with respect and curtesy, and yet still vote based on our values without compromise.

Improving Schools

What are the primary strengths and weaknesses of your district’s schools?  What would you maintain or change?

The primary strength of District 49 is its emphasis on parental rights and targeted focus on academic achievement. We passed our Parents’ Bill of Rights and Responsibilities in October 2023. Parents have the right to know everything that is taught in the classroom and how their child is doing academically, behaviorally, and socially. Our math scores have gone up every year since 2021, and we have seen an increase in ELA scores, however, we are not where we want to be yet. We have identified that our students are weak in writing, so we have made targeting writing as a strategic goal for the district. We have also made it a goal to become Accredited with Distinction.

Curriculum

What types of curricula, including library books and materials, if any, do you believe should be added or removed from your district’s schools?  Why?

As a board, we created a library and classroom book protocol in April 2024 to ensure that library and classroom books have educational value and do not contain inappropriate content. We have not had the outcry over sexually explicit library books like surrounding districts have because of our level of scrutiny and our library book protocol. That being said, we do need to delve into all our Social/Emotional programs because some of them do contain DEI elements and focus on catering to student’s emotions and feelings rather than on taking responsibility and developing character. This is currently my primary focus.

Financial Stewardship

Depending on the size of their district, School Board Members decide how to spend $10s of millions of dollars, or even $100s of millions, in taxpayer money each year.  How would you seek to prioritize the funds being stewarded by your district’s School Board?

I believe we spend way too much money on unnecessary programs such as Social/Emotional programs which cost the district a significant amount of money. I would identify one character building program/curriculum that is low cost and effective and use in across the district. We also have way too much technology in our schools with almost every child having a one-on-one device. I would limit the amount of technology use in favor of more pencil/paper tasks so computer and devices can be shared among students to lower the cost. I would continue to do what we are doing already and eliminate admin and personnel positions that may be unnecessary and do not directly influence the achievement of students in the classrooms.

Technology

What do you believe is the proper balance of a student’s use of technology in education  —  such as cell phone use during school hours and incorporating artificial intelligence?

We recently passed our Cell Phone Policy in July to limit the use of cell phones on campus. According to our policy, cell phones are not allowed during the whole school day for elementary and middle school students. For our high school students, they are not allowed during any instructional time. Artificial intelligence is a touchy subject, and as much as I wish I could eliminate its use entirely, I am not naïve enough to think that teachers and students would not use it. There must be safeguards and a policy in place to define how to safely and effectively use it without letting students check out of their own learning and depend on AI to do their work.

Sex Ed

Why do you support or oppose comprehensive sexuality education, including LGBT health and relationship information, in public schools K to 12?  What are your positions regarding age appropriateness, curriculum transparency, and opt-in or -out policies?

I absolutely oppose all comprehensive sex ed with LGBT health because immorality has no place in our schools. We should not be teaching our children evil and encouraging promiscuity. This is disgusting and has to stop. Thank God, we do not have comprehensive sex ed in District 49 because CSE violates our controversial materials policy. All other sex education such as human anatomy, the stages of embryonic development, abstinence, and sexually transmitted diseases should only be taught at the high school level as an opt-in program. Parents have the full right and responsibility to teach this content at home with their children if they would prefer to do that.

Gender Issues

What are your views on gender issues in schools, including the use of preferred pronouns, discussing gender issues in the classroom, allowing students to use facilities and participate in sports activities not of their biological gender, and compliance with federal directives and law regarding gender issues?

Gender issues and ideology have no place in schools because it is not okay to teach children lies. There are only two genders: male and female, and we cannot keep propagating the mental health crisis by entertaining the lie that God made a mistake and put people in the wrong bodies. We recently passed a policy in April to not allow boys in girls’ sports, in locker rooms, and in hotel rooms. We also filed a lawsuit against the Attorney General, CHSAA, and state’s Civil Rights Division for violating Title IX by allowing biological males to compete in female sports. We also have a policy that does not let biological boys in girls’ bathrooms and vice versa on school grounds.

Parental Role

What do you consider to be a parent’s role in a child’s education?  Do you believe that any information about a student should ever be withheld from a parent?

Parents should have full direction of their children’s education. They should be able to choose what, how, when, and where their children learn. Parents should have the ability to review all curriculum and know exactly what is being taught in the classroom. Parents should also be able to choose the right school for their children. This includes choosing traditional schools, trades schools, charter schools, etc. Nothing should ever be withheld from the parents, even if state laws allow for things to be hidden from parents such as sexual orientation or mental health issues. Every parent must be notified immediately if their child is struggling with these things, for it is their God-given responsibility to raise their children.

School Safety

As a School Board member, what changes would you want to make, if any, to help ensure a safe and secure environment for both the students and staff of your district?

I am highly in favor of allowing teachers and staff to voluntarily go through the FASTER Colorado program to conceal carry. By the time police arrive, the damage is already done. An armed staff member could stop the threat quickly. As of right now there is not enough community support for this proposal, so at the very least we should have armed security at every school. We have one at every high school and middle school, but we only have rovers at the elementary level. We must provide a permanent armed security guard at every elementary. Also, it is imperative that we provide effective behavioral support and discipline in schools so teachers and students can work in a safe environment.

School Board Meetings

What do you consider to be the appropriate balance between the authority of School Boards and the rights of the public to present their views during School Board meetings?

I believe that it is the right of every community member to be able to come and speak their concerns to the board. To do this in a fair and orderly way, there must be guidelines for public comment. I am in favor of giving every speaker 3 minutes to speak. Also, I think there should be no limit to the amount of speakers to give everyone a chance to speak regardless of their relationship to the district. The order of the speakers would be first come, first serve. I would like to change how District 49 currently does public comment because it limits people to only 2 minutes, prioritizing relationship to the district, and limits the number of speakers.

Resident of Pikes Peak Region & District:       20 years, 8.5 years

Political Leanings

As a candidate in a nonpartisan School Board election, you are not officially associated with any specific political party.  How would you describe your political leanings (socially, fiscally, etc.) and why do you define yourself in this way?

I am a steadfast conservative who has consistently stood for American values, which I treasure deeply as a legal immigrant since the age of 11. I will always defend the Constitution, uphold the principles of our Founding Fathers, and preserve our Christian heritage.

I am a proud U.S. Navy veteran who will always honor my oath to defend our freedoms and the American way of life. I stand very proud of my voting record while on the D49 board, which fulfills my promise to protect and advance the education of our precious children. Even as a voting minority on the board, I will continue to fight hard against opposing forces intended to dumb down our children.

Your Experience and Vision

What experience (personal, professional, other) would you bring to your role as School Board Member that will benefit your district?  What is your vision to help ensure the highest quality education for your district’s students?

As a former Naval officer, I had the privilege of serving in leadership roles that equipped me with invaluable skills in organizational management and strategizing both short- and long-term visions.

While on the board from 2021 to 2023, I championed initiatives to elevate our district toward excellence in academic achievement and character development. My proposals were typically narrowly defeated by a 23 vote, while harmful ideological agendas were pushed through by the same slim margin. I will never quit my fight to rescue public education.

With new leadership, we have the opportunity to restore focus on quality education and produce capable, principled, and productive citizens. Together, we can finally fulfill the true spirit of our oath of office.

Improving Schools

What are the primary strengths and weaknesses of your district’s schools?  What would you maintain or change?

D49’s greatest strength lies in its dedicated principals and teachers. Yet, our district faces an academic crisis, which demands a complete systemic overhaul.

D49 has yet to recover from pre-COVID academic levels, even as other districts have caught up or surpassed 2019 scores. Nearly 70% of D49 students aren’t proficient in math, and 54% fall short in language. Only 30% of graduates meet Colorado’s Postsecondary and Workforce Readiness standards, compared to 8090% in local districts.

Sending generations of unequipped students into adulthood is negligence on a systemic scale.

We must break the cycles of “insanity.” Every expenditure must be scrutinized and redirected toward academic improvement. Our students are in crisis. Bold, decisive crisis management is long overdue.

Curriculum

What types of curricula, including library books and materials, if any, do you believe should be added or removed from your district’s schools?  Why?

Implement only curricula with proven, measurable improvements from respected literacy expertsnot the latest gimmicks. Our children can no longer be treated as guinea pigs. This must be a district-wide effort, with dedicated efforts from every educator, guided intelligently and expertly by leadership that guides the district with precision and decisiveness.

Eliminate all curricula that contain woke and progressive indoctrination.

Financial Stewardship

Depending on the size of their district, School Board Members decide how to spend $10s of millions of dollars, or even $100s of millions, in taxpayer money each year.  How would you seek to prioritize the funds being stewarded by your district’s School Board?

The maximum feasible percentage of district funds should go directly to teaching tools that enhance the best education for our children. We must return to traditional, teacher-led instruction instead of relying on technology rooted in Pavlovian conditioning while collecting excessive personal data.

I support strong teacher salaries, along with rewards and incentives for educators who accomplish the highest student achievement and academic growth in their respective classrooms or buildings.

The district has a responsibility to review discretionary spending regularly and redirect every available dollar toward learning. Until our students make significant progress towards excellence, discretionary spending should be minimized.

Financial transparency must be absolute and easily accessible to the public, without barriers or violations of the FOIA.

Technology

What do you believe is the proper balance of a student’s use of technology in education  —  such as cell phone use during school hours and incorporating artificial intelligence?

Computer-based learning should be limited to no more than 10–15% of instructional time, with. exceptions considered on a case-by-case basis. We must return to teacher-led instruction, where genuine interpersonal interaction fosters meaningful and accelerated learning. Given D49’s ongoing academic crisis, I support implementing a no-phone policy until student performance improves to acceptable levelsbased on input from teachers who see the challenges firsthand. A clear and efficient protocol for emergency parent contact can easily be established.

Artificial Intelligence must never be used to complete homework or assignments. Its use should be strictly limited to occasional, supervised research purposes to ensure integrity in learning and genuine skill development.

Parental Role

What do you consider to be a parent’s role in a child’s education?  Do you believe that any information about a student should ever be withheld from a parent?

No information about a student should ever be withheld from their parents. Parents bear the ultimate responsibility and authority over their children and must be free to exercise these God-given rights without interference.

Parental authority must never be superseded by government policies, local mandates, or school regulations.

Furthermore, the district must not promote political or ideological agendas or foster groupthink and pseudo-families that undermine parental influence. Classrooms should focus on academic achievement and genuine character development.

Sex Ed

Why do you support or oppose comprehensive sexuality education, including LGBT health and relationship information, in public schools K to 12?  What are your positions regarding age appropriateness, curriculum transparency, and opt-in or -out policies?

Sex education should primarily be the responsibility of parents. Schools must respect family values and parental authority in guiding children through these sensitive topics.

Organic gender dysphoria affects 0.01% of the population, who deserve compassion and professional support in partnership with their parents. School-driven intervention is unethical. The district will not promote such ideological content that distracts from academic growth and achievement.

The recent surge in transgender identification is not biologically driven but largely a social phenomenon, often amplified by activist influence. Our schools must remain focused on education, not ideology.

Any sensitive material introduced in the classroom must follow a strict opt-in policy requiring explicit parental consent. Families—not government institutions—are, and must remain, the ultimate decision- makers in their children’s upbringing.

Gender Issues

What are your views on gender issues in schools, including the use of preferred pronouns, discussing gender issues in the classroom, allowing students to use facilities and participate in sports activities not of their biological gender, and compliance with federal directives and law regarding gender issues?

Using preferred pronouns opens the door to exposure to grooming by influencers who have been known to push for radical changes. At school, children shall use the names and pronouns under which they are registered. Any changes will be made only by parents—not teachers, administrators, or activists. We will not groom children. Children must be protected at all costs.

Matters of gender ideology must remain the responsibility of parents. No boys should be allowed in girls’ sports, bathrooms, or locker rooms. Title IX has, and will continue to protect women and girls in America, and no local or state legislation can override it. Girls deserve safety, fairness, and protection—at all costs.

School Safety

As a School Board member, what changes would you want to make, if any, to help ensure a safe and secure environment for both the students and staff of your district?

I would thoroughly investigate best practices and the most effective technology and equipment to strengthen school safety. Personnel awareness and training are critical, and responsibility for vigilance must remain with administrators.

Students should not be overly burdened with safety concerns while at school—our goal is to keep them focused on learning. Safety surveys currently administered to primary-grade students are inappropriate and should be discontinued.

Colorado data does not show an increase in youth or teen suicide over the past five years. The perpetuation of this myth serves certain narratives rather than truth—and it must stop.

School Board Meetings

What do you consider to be the appropriate balance between the authority of School Boards and the rights of the public to present their views during School Board meetings?

Taxpayers are entitled to a real voice in school governance via public forums, emails, and meetings with the board. D49 Board policy requires that decisions be informed by facts and authentic community input—not manipulated narratives or stacked surveys.

When an issue sparks broad interest, the board must accommodate all community input. Written input should also be welcomed, with a clear and unbiased summary presented at every meeting.

To ensure every parent and taxpayer has a safe platform to be heard, we need to establish an official district online forum. Right now, the D49 Facebook page is policed by radicals who intimidate and attack opposing viewpoints. That silencing must end.

Political Leanings

As a candidate in a nonpartisan School Board election, you are not officially associated with any specific political party.  How would you describe your political leanings (socially, fiscally, etc.) and why do you define yourself in this way?

I am a Conservative. I believe in standing up for Constitutional principles, the protection of individual rights, fiscal responsibility. Liberty and freedom are the hallmarks of what America was founded on. I am strongly opposed to the State of Colorado’s overreach into education and the imposition of cultural issues into our schools. Public schools are there to educate students in the fundamentals, math, literacy, civics. I believe in parental rights!

Your Experience and Vision

What experience (personal, professional, other) would you bring to your role as School Board Member that will benefit your district?  What is your vision to help ensure the highest quality education for your district’s students?

I have been on the school board for 4 years and I am currently serving as President of the Board of Education. I am proud of what I have worked on within my district. We have focused on reading, writing and math with dedicated resources and we are beginning to see the fruits of those efforts. We have approved 2 new charter schools. I believe in parental choices in education. 52% of our students attend our charter schools, more than any other district in Colorado! Our state-wide alternative High School just achieved a rating of “performance” on the CDE website, which was one of our goals. We have several schools with a 100% graduation rate.

Improving Schools

What are the primary strengths and weaknesses of your district’s schools?  What would you maintain or change?

The strengths of our schools include the wide variety of school choice options, from traditional schools, classical education, direct instruction, home school support, a school designed specifically for younger students with dyslexia and so much more. The primary weakness I can see is that a few schools are not always applying, with fidelity, the coaching opportunities with the teams we have to improve literacy and math scores. I would like to see more increases with our CMAS scores.

Curriculum

What types of curricula, including library books and materials, if any, do you believe should be added or removed from your district’s schools?  Why?

I am very proud that our Superintendent prioritized having educational focused and age appropriate materials in our libraries. We also established a protocol for the addition of any new books and clearance procedures for older books. We have a committee made up of educators and parents to review the books. We have a controversial materials policy where parents can opt out on lessons they disagree with or that do not align with their family values. New curriculum goes through multiple school accountability committees and include a period of time for community and board review of materials.

Financial Stewardship

Depending on the size of their district, School Board Members decide how to spend $10s of millions of dollars, or even $100s of millions, in taxpayer money each year.  How would you seek to prioritize the funds being stewarded by your district’s School Board?

By focusing on competitive teacher pay, monitoring student/teacher ratios, hiring and retaining paraprofessionals and purchasing high quality curriculum. As our district has limited east/west transportation routes, we do not attract manufacturing, which is a revenue generator for school districts. We do a lot with less.

Technology

What do you believe is the proper balance of a student’s use of technology in education  —  such as cell phone use during school hours and incorporating artificial intelligence?

Within our policy, we do not allow cell phones in K-8. High school students may not use cell phones during instructional time. We have assistive devices for special education needs, as well as tablets used within our schools. Artificial intelligence is an issue where we have been discussing policy development. Like any new technology, there is potential for both good and bad uses. Many new work opportunities and careers are opening up with AI as the cornerstone, so judicious use should be looked at. There is also the possibility for cheating, bullying and abuse of the technology. It will be challenging to hit the right policy balance.

Parental Role

What do you consider to be a parent’s role in a child’s education?  Do you believe that any information about a student should ever be withheld from a parent?

The Fourteenth Amendment protects the fundamental right of parents to direct the upbringing and education of their children. We were the 1st district to pass a Parents Bill of Rights and Responsibilities in the state of Colorado. We do not participate in the Healthy Kids survey put out by the state. When the state mandated we develop a policy for non-legal name changes, we were the first district to pass a policy that required parental notification and consent for any non-legal name changes. I am proud to share that our policy was adopted by other conservative boards across the state. NO INFORMATION should ever be withheld from parents!

Sex Ed

Why do you support or oppose comprehensive sexuality education, including LGBT health and relationship information, in public schools K to 12?  What are your positions regarding age appropriateness, curriculum transparency, and opt-in or -out policies?

We only teach biology in District 49. We do not teach comprehensive sex-ed. Parents have full access to materials we use and they can opt their child out of any lesson. As mentioned before, we have a controversial materials policy developed for parents to opt out of any lessons they find objectionable.

Gender Issues

What are your views on gender issues in schools, including the use of preferred pronouns, discussing gender issues in the classroom, allowing students to use facilities and participate in sports activities not of their biological gender, and compliance with federal directives and law regarding gender issues?

Whenever I receive emails at work that contain a preferred pronoun, I tend to reply with my preferred pronoun: “Daughter of the King of kings”. I do not believe students should use personal pronouns at school, nor should they be discussing gender issues in the classroom. I have been encouraged by the recent federal changes in Title IX regulations. In District 49, we were the first district to pass policy JBAA, which requires that biological boys play boy’s sports, biological girls play girl’s sports and that anyone can play co-ed sports. I am proud that other districts joined us in this policy as well as BOCES and multiple charter schools.

School Safety

As a School Board member, what changes would you want to make, if any, to help ensure a safe and secure environment for both the students and staff of your district?

I sit on an advisory committee that works with school security. Because of our location, 132 square miles in both city and county jurisdiction, our security team works with the El Paso County Sheriff’s office as well as the Colorado Springs Police Department on security planning, as well as school resource officers and armed security staff. We have implemented several security plans throughout the district to enhance security that I cannot discuss as I have signed a non-disclosure agreement. Some of our Charter Schools use Faster Colorado and our security team also sends security team members to Faster for enhanced training.

School Board Meetings

What do you consider to be the appropriate balance between the authority of School Boards and the rights of the public to present their views during School Board meetings?

We offer two public forums at our regular meetings, one at the begining of the meeting with priority speaking slots for parents and students, and one at the end of the meeting. Up to 30 people can share their thoughts during public forum. They can also email the Board of Education. We do read the emails and listen to public forum. In a Constitutional Republic, we are the elected representatives and value the input of the community. We are elected to use our best judgment when casting our votes.

Christian voting

Voting is a simple, yet significant way to do something about public policy in our country. As people of faith, we will be held accountable for our actions, as well as our lack of action. (Luke 12:48)

Biblical worldview

By diligently learning, applying, and trusting God’s truths in every area of our lives, we can begin to develop a deep comprehensive faith that will stand against the unrelenting tide of our culture’s non-biblical ideas.

Vote your values

The issues of the day change. Political parties and platforms change. God’s Word never changes. The vote of every Christian should be based on the principles of Scripture and not persuasive personalities.

Electing righteous leaders

Bad governance and our loss of freedom is the direct result of the church’s failure to disciple. When the citizenry do not seek to be obedient to God’s Law, they vote in wicked and corrupt candidates, who then trample underfoot the God-given liberties of the people.
