What experience (personal, professional, financial, other) would you bring to your role as County Assessor that will benefit our county?

The Assessor’s role is fundamentally rooted in technical regulatory compliance, careful analysis, and public-facing customer service.

My background aligns strongly with those responsibilities. I earned an Accounting degree from CU Boulder, have more than 30 years of experience making Small Business Administration-backed loans, and served for over six years on the El Paso County Planning Commission. Each of these roles required technical judgment, attention to compliance, and the ability to apply complex rules fairly and consistently.

I also have extensive experience teaching and explaining complicated topics. Whether helping business owners understand credit decisions or teaching financial literacy, I know how to connect with people, clarify processes, and make important information easier to understand.

Your Vision

What is your vision for being our county’s Assessor?

I am running for El Paso County Assessor as a servant leader committed to improving how the office serves our community. My full platform is available on my campaign website, but my goals are straightforward.

My highest priority is to make property values easier to understand. We will improve access to data with the fewest barriers necessary and work to ensure all eligible seniors and 100% disabled veterans receive the property tax exemptions they deserve.

Many professionals regularly rely on the Assessor’s website, myself included. We will improve its usability so it better serves taxpayers, professionals, and the public.

Everyone with an interest should understand how their Assessor’s Office works.

Assessor's Role

What are the duties and obligations of the El Paso County Assessor?

The Assessor is responsible for discovering, listing, classifying, and valuing all property in the county according to state law. In simple terms, the Assessor determines property values fairly and consistently under Colorado law.

The office gathers information from outside sources, including the Clerk and Recorder and the Regional Building Department, then reports valuations to property owners. If a property owner disagrees with the value, the Assessor’s Office serves as the first level of review and appeal.

The office also processes and tracks senior and 100% disabled veteran property tax exemptions.

The Assessor does not set tax rates or collect taxes, but its valuations are used by the Treasurer and taxing authorities to calculate property taxes.

Senior Property Tax Exemption

Would you support a change to Colorado’s Senior Property Tax Exemption to provide full and permanent homestead exemption portability?

Yes!

Part of my platform is to ensure that every senior who is eligible for this exemption knows about it and receives it. As I knock on voters’ doors, I have heard many stories about how inability to port their exemption make downsizing difficult. I believe it is time to revisit this public policy.

The Assessor’s Office also knows which seniors currently receive the exemption. If permitted, our office will notify recipients when funding for the exemption is at risk.

I believe government exists to serve the people. That includes helping residents understand how to advocate effectively. There is a meaningful opportunity to help members of our community focus their efforts where they have the best chance to create change.

Property Reappraisal

What is your position on the current methods for appeals and reappraisal of property in El Paso County, and would you like to see any changes?

The Assessor’s Office is subject to strict state audits of its property values and has passed those audits without issue, even during the unusually high number of appeals in 2023. That record reflects professionalism, but I believe the process can still improve.

We will focus on transparency, education, and better public access to information. We will continue explaining how values are determined while improving the data and tools available so property owners can independently review our work.

When disagreements arise, we will work to resolve them at the office level whenever possible. If not, property owners will receive clear information about their right to appeal, including the steps, decision criteria, and technical details of the process.

Mill Levy

How would you explain to constituents the process by which mill levies are established?

A mill levy is the tax rate used to calculate property taxes based on a property’s assessed value. These taxes are approved by voters in each taxing district, often years earlier and sometimes by prior property owners.

The basic process is: the Assessor determines market value according to law; state law sets the assessment rate, which converts market value into assessed value; and one mill equals $1 of tax for every $1,000 of assessed value.

The Treasurer then bills and collects taxes based on the mill levies set by the taxing districts.

There is much more detail behind the process, but the basic formula is: market value × assessment rate × mill levy = property tax bill.

TABOR

What is your position on the Taxpayer Bill of Rights (TABOR)?

TABOR has been a strong protection for taxpayers, and I support it. I believe government exists to serve the people, and requiring government to ask voters for permission before raising taxes is sound public policy.

Unfortunately, over time, more taxes have been disguised as fees. When that happens, the will of the voters is not fully honored, and taxpayers lose some of the protection TABOR was intended to provide

What is your vision for being our county’s Assessor?

Most elected officials think the people are there to fund the government.
I feel the government should be there to protect the people from over taxation.
A County Assessors job is to assess property value so the government can tax property.
As County Assessor I am dedicated to fair and honest assessment of property value so we the people will not have to pay a single dollar more than a fair tax on that assessment.

What are the duties and obligations of the El Paso County Assessor?

The County Assessor is responsible for the management & operation of the assessor’s office. Staffing and oversight.
A County Assessor is responsible for discovering, listing, classifying, & valuing all taxable real & business personal property within the county. Their primary job is to ensure fair & equitable property valuations, which establishes the foundation for how the property tax burden is distributed

Senior Property Tax Exemption

Would you support a change to Colorado’s Senior Property Tax Exemption to provide full and permanent homestead exemption portability?

I absolutely believe that Senior Citizens should not have to pay Property tax.
I also believe US Veterans should not have to pay property tax.

Property Reappraisal

What is your position on the current methods for appeals and reappraisal of property in El Paso County, and would you like to see any changes?

I think El Paso County has a good method.
The thing I would like to do is bring in an instructor to give classes for El Paso County residents to learn the process of challenging their property taxes.

Mill Levy

How would you explain to constituents the process by which mill levies are established?

A mill levy is a property tax rate. The Assessor does not set the tax rate.
The Assessor simply determines the property value.

The mill levy is a taxing authorities required revenue divided by it’s total assessed value.

TABOR

What is your position on the Taxpayer Bill of Rights (TABOR)?

TABOR is ESSENTIAL in keeping Colorado government from overtaxing it’s citizens.
Though our government has discovered they can simply “fee” us to death.

Without The Taxpayer Bill of Rights in CO. The government would spend us into oblivion

Electing righteous leaders

Bad governance and our loss of freedom is the direct result of the church’s failure to disciple. When the citizenry do not seek to be obedient to God’s Law, they vote in wicked and corrupt candidates, who then trample underfoot the God-given liberties of the people.
