SHANA BLACK
Candidate Information
House District: 18
Campaign Website URL: www.WinWithBlack.com
Email Address: Shana@WinWithBlack.com
Occupation/Vocation: Attorney
Resident of the El Paso County: 6 years
Experience
What experience (personal, professional, other) would you bring to your role as Representative that will benefit our state?
As a Christian Conservative Constitutional Candidate, I will bring strength, courage, conviction, and a commitment to integrity to my role as Representative. As an attorney for more than 20 years, I have extensive experience in debate and public speaking. When pit against bullies and strong opponents in and out of the courtroom, who I defeat handily time and time again, I am NOT intimidated in the face of strong opposition. My bravery and commitment to integrity is a winning formula. The seat of House District 18 must be fought for, and I am prepared and willing to get in the ring and WIN that seat for the people of HD18.
Vision
What is your vision for being a Colorado State Representative?
To fight for conservative values and reverse the damage done by the leftist Democrats over the past twenty years.
Election Reform
Do you believe that elections in Colorado should be conducted differently? Should voters in Colorado be required to verify their identity and residential status in the respective counties in which they vote? Are you in favor of a single-day, in-person voting system consisting of all-paper ballots? Why or why not?
I believe voters should be required to verify their identity and residential status. I support a single-day, in-person paper ballot election day.
TABOR
What is your position on the Taxpayers Bill of Rights (TABOR)?
I support TABOR and the limitations it places on government.
Education
As a State Representative, what will you do to improve the education of our K – 12 students? What is your position on parental authority in education, including school choice?
I believe parents are the authority over their children’s education. Parents should have the freedom to choose the education that will work best for their children. Parents should have full and unrestricted access to education materials and curriculum. Parent participation in education is vital. School choice and vouchers are excellent free market solutions to improve the quality of education to our K – 12 students.
Government Authority
Do you believe that the government has the legal power and authority to dictate what a person does with his or her body? If so, how?
No. The government only has the powers granted to it in the Constitution. The Constitution limits the power of the government to intervene in the lives of the people, including dictating what a person does with his or her body.
1st Amendment
What will you do as Colorado State Representative to protect our 1st Amendment rights to: the free exercise of religion, freedom of speech, peaceably assembly, and to petition the Government for a redress of grievances, all of which are becoming more difficult to exercise in America (and around the world)?
I will advocate for religious freedom, free speech, and the right to peaceably assemble, our most cherished liberties.
2nd Amendment
Do you believe that gun ownership is a civil right, and what are your positions in regards to red flag laws, magazine capacity bans, legislation that regulates gun storage, and permitless “Constitutional carry”?
I support the 2nd Amendment fully. It is the responsibility of gun owners to safely store their firearms. Red Flag laws, magazine capacity bans, and other such legislation are an encroachment on our liberty and right to keep and bear arms.
Infrastructure Spending
How do you believe that tax revenue in Colorado should be best utilized to improve our infrastructure?
A system of prioritization of projects, and free market competitive bidding.
SUMMER GROUBERT
Candidate Information
House District: 18
Campaign Website URL: www.SummerV.com
Email Address: HD18@SummerV.com
Occupation/Vocation: Forensic Bookkeeper
Resident of the El Paso County: 15 Years in El Paso, 30 years in Colorado
Experience
What experience (personal, professional, other) would you bring to your role as Representative that will benefit our state?
20 years of financial management and forensic bookkeeping has given me the experience to find and fix complex problems. I also enjoy removing bureaucratic overhead.
I have learned that visual and tactile examples demonstrate one’s point more effectively than simple talk. During the hearings for HR19-1032, I handed the chair of the Health and Insurance Committee a bag of plastic genitals and condoms. She was too embarrassed to publicly participate in the very same licentious act she was voting to inflict upon our elementary-aged children.
Vision
What is your vision for being a Colorado State Representative?
The Democratic Legislature has installed appointee-only bureaucratic committees with unelected and unaccountable members that have been handed all future decision-making powers for several controversial topics, including schools’ compliance with the woke sectarian sexual recruitment curriculum that went into effect in 2020.
These committees usurp our Republic and have established a neo-feudalistic or socialist bureaucracy, and I plan to disband them.
Election Reform
Do you believe that elections in Colorado should be conducted differently? Should voters in Colorado be required to verify their identity and residential status in the respective counties in which they vote? Are you in favor of a single-day, in-person voting system consisting of all-paper ballots? Why or why not?
I believe we should go back to conducting in-person voting at our local precincts, as neighbors have the greatest ability to perform verification and accountability.
I was an election judge the first year that machines were used in Colorado and the polls had to stay open until after midnight with people waiting for hours due to glitches with the machines and state system.
In 2021, when data analysts found that algorithms were linked to past census data, I conducted my own analysis on prior election years and the data suggests this has been an ongoing pattern.
TABOR
What is your position on the Taxpayers Bill of Rights (TABOR)?
TABOR places tax policy in the hands of the voters and is one of the only pieces of legislation that is stopping Colorado from becoming a full-fledged clone of California.
One year, I recall that in a local county, TABOR forced them to refund each family $1,200. The next year, they created shadow budgets to hide the excess funds claiming it had been spent.
The continual shell game that the legislature plays with relabeling taxes as fees is absolutely appalling and needs to stop.
Education
As a State Representative, what will you do to improve the education of our K – 12 students? What is your position on parental authority in education, including school choice?
The institutionalized educational system is failing to educate students or prepare them for our society, to earn a place in our economy. I believe expanding the options available to students for internships and apprenticeships will bring high quality training programs to restore artisanship and craftsmanship. The home is the best place for individualized learning programs that have the best outcome for each child.
School choice needs to expand in areas of tactile learning programs increasing the next generation of experts in the mechanical, electrical, agricultural, medical, culinary and resource extraction industries.
Government Authority
Do you believe that the government has the legal power and authority to dictate what a person does with his or her body? If so, how?
Humanity’s track record is filled with consistent and horrifying accounts of abuse of this legal power and authority both from not holding the guilty accountable for their actions and from persecuting innocent people instead of protecting them.
Over and over again people ignore God and fear man saying, ‘I shall have peace, even though I follow the dictates of my heart’ (Deuteronomy 29)
It’s time to restore boundaries to the government and protect the innocent and hold the guilty accountable. The medical field should be accountable for their experimentations and procedures, full disclosure of side effects is required prior to consent by an adult for themself or their child. To be clear, a child cannot consent for themselves.
1st Amendment
What will you do as Colorado State Representative to protect our 1st Amendment rights to: the free exercise of religion, freedom of speech, peaceably assembly, and to petition the Government for a redress of grievances, all of which are becoming more difficult to exercise in America (and around the world)?
The government needs to be held accountable for colluding with companies in attempting to limit and remove the speech of the people of the United States of America.
Our God-given rights cannot be removed via any means of policy, mandate, law or force. Throughout history people have only become more free when they choose to live in courageous obedience to God and do not censor the truth for any reason.
2nd Amendment
Do you believe that gun ownership is a civil right, and what are your positions in regards to red flag laws, magazine capacity bans, legislation that regulates gun storage, and permitless “Constitutional carry”?
Self-defense is a fundamental individual right. I support the removal of any restrictions that prevent Constitutional carry. The government has no business making money off permits or collecting lists of law-abiding citizens.
Instead of red flag laws, we need to undo the destruction of our criminal penal code that was done by the Woke Sectarians, using ideology from Dr. Alfred Kinsey, that has led to the destruction of families and the continual release of predators onto our streets.
Infrastructure Spending
How do you believe that tax revenue in Colorado should be best utilized to improve our infrastructure?
We have the responsibility to maintain the necessities of our electric, gas, water, sewage, roads, police, and firefighting and mitigation services.
Firstly, I would remove the toll lanes. In general, the cost to invoice a toll fee is more than they collect. Making taxpayers pay twice for the same project. For several years, the state has disrupted our travel on I-25, just to add a toll lane.
Secondly, those same taxes are part of the shell game, where the more money that is allocated for roads, the more general funds are diverted from roads into funding pet projects and graft.

Christian voting
Voting is a simple, yet significant way to do something about public policy in our country. As people of faith, we will be held accountable for our actions, as well as our lack of action. (Luke 12:48)
Biblical worldview
By diligently learning, applying, and trusting God’s truths in every area of our lives, we can begin to develop a deep comprehensive faith that will stand against the unrelenting tide of our culture’s non-biblical ideas.
Vote your values
The issues of the day change. Political parties and platforms change. God’s Word never changes. The vote of every Christian should be based on the principles of Scripture and not persuasive personalities.
Electing righteous leaders
Bad governance and our loss of freedom is the direct result of the church’s failure to disciple. When the citizenry do not seek to be obedient to God’s Law, they vote in wicked and corrupt candidates, who then trample underfoot the God-given liberties of the people.
