Candidate Information

Commissioner District:  2

Campaign Website URL:  www.KrisGuido.com

Email Address:  KrisGuido4CCD2@gmail.com

Occupation/Vocation: EMS/Law Enforcement

Military Background (if any):  Veteran-retired

Years Resident of El Paso County/District Represented:  21 years

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

I’ve dedicated my entire adult life to the service of others and holding office is no different, it is a position of servitude. I plan to bring transparency, accountability and integrity to the office for which I am running. I am approachable and accessible and will ensure that I am representing, and bringing the voice of the people back to my district.

Ethics and Accountability

What are your beliefs on ethics, accountability, and transparency in government as they relate to the position that you are seeking? Also, what is your position on accountability measures voted into law by Colorado’s electorate, such as the Colorado Sunshine Law and the Taxpayer Bill of Rights (TABOR)?

I believe moral fortitude, accountability and transparency all go hand in hand and are vital to running a successful office. The voting, taxpaying citizens of El Paso County should know what is being discussed and voted upon, as they are the ones our decisions impact. There is no reason why policy makers should be holding meetings in private, or that our tax dollars and where it goes shouldn’t be out in the open. Accountability THROUGH transparency, that’s how it’s done.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

As County Commissioner, I will commit to preserving the freedoms and rights of our residents as directed and secured by our Constitution. I will ensure that all concerns are heard, addressed and that I properly represent the people of my district, county and state.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

It’s very simple. The 2nd Amendment gives us the right to bear and arms and that shall NOT be infringed upon. It’s a slippery slope when they begin to propose, introduce and then attempt to start passing these bills. These should be viewed as the initial small steps which lead to the disarming of us as citizens. Least we forget that during WWII before they stripped them of their freedoms they stripped them of their rights to bear arms. Leave the protections and security of the 2nd amendment alone!

Anti-Americanism and Anti-Semitism

Over the past year there has been a sharp rise in the expression of anti-Americanism and anti-Semitism both across our nation and in Colorado, especially among youth. What do you view as the cause(s) of these sociopolitical issues, and what if anything should be done to address them?

The school system and lack of morality in many homes are the root cause of the degradation of patriotism and Christianity. Indoctrination in schools and deviating from a strictly academic curriculum is how it started. Parental rights are being stripped away and it is difficult to keep our youth on the straight and narrow when their own parents are losing their right to discipline and direct their own children. We need to hold the public school system and those who attempt to continue to erode it accountable. Parents need to take a strong stance, get involved and hold the school administrations accountable. We need strong, devout leaders that will advocate for parental rights and bring back the true essentials.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

I plan to facilitate a thorough review of the county budget, with particular scrutiny on discretionary (wasteful) spending. I will review land use and road repair contracts, evaluate current county resources, planning, and if necessary, bring in subject matter experts (water, etc) to study, validate and ensure that we have sustainable resources that are in alignment with our county’s growth and trajectory.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

I intend to work with local school boards and administration to revise the curriculum and ensure that students are being taught through an academic lens and not a social one. I’m an advocate for parental rights and feel that the schools have been given more power and authority and the parents less and less and I am committed to the reversal of this. Opt-out, school choice, parental rights and notifications….. This should have never been circumvented and are held as a high priority of focus for me.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

I am pro-life and will work to ensure tax revenue is spent on resources for alternatives to, but never abortion. As a law enforcement officer, EMS Professional and one who has worked with victims of abuse and trafficking, I plan to facilitate inter-agency efforts and support of this growing issue to brightly shine a light on it. As an advocate for seniors, I feel strongly that they deserve to retire with dignity and be cared for by the very communities that they helped to shape. Mental illness is a serious issue that we appear to lack the sufficient amount of resources for, but one that I plan to bring a greater awareness to.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

Crime is on the rise, despite what some skewed reports will indicate. It’s a serious concern that appears to be driven by our largely understaffed law enforcement agencies. I will work strongly with our local law enforcement offices, departments and other county officials to recruit exceptionally qualified candidates and focus on retaining the officers that are already established within our communities, with the ultimate goal to bolster a strong and robust Emergency Services workforce. With this, we can establish better community policing, better law enforcement relationships with our neighborhoods, businesses and throughout our county.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

El Paso County is NOT a Sanctuary County and I intend to hold this line! The state of Colorado, the city of Denver and the federal government should be held accountable for their destructive, detrimental and reckless immigration policies and problems that they created, all of which are directly impacting not only our country, but our region, our state and the residents and citizens of our counties.

Election Security and Confidence

Do you believe that elections in Colorado should be conducted differently? (For example, should people be required to show proof of citizenship and residency for registering to vote in Colorado, and should Government-issued identification be required to vote?) If elected, what specifically will you do to help improve Coloradans’ confidence in our elections?

I will vote to defund Dominion Machines and move to revert us back to hand-counted paper ballots with a multi tier teller committee systems in not only being an advocate for, but ensuring our election integrity! I believe all citizens should absolutely have to provide a photo ID and proof of residency in order to be able to cast a vote in our elections.

Candidate Information

Commissioner District:  2

Email Address: Carrie@CarrieGeitner.com

Occupation/Vocation:  County Commissioner

Military Background (if any): Military Spouse

Years Resident of El Paso County/District Represented:  12 years

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

As a current commissioner I have focused on the proper role of government, ensuring tax dollars are prioritized for core services such as roads and infrastructure, and public safety. I take seriously my responsibility to work for the people, honor the family values and patriotism that we share, and work within the budget the taxpayers have set.

As a military spouse I respect our military, and have supported improved access to veteran services.
I have also worked to make sure tax dollars are not used to undermine families and parental rights, and worked to restore our institutions to reflect the values of our community, not radical left ideology. I would be honored to continue that work.

Government should serve the people. That requires transparency so voters can hold their representatives accountable and make choices as voters when they do not believe government is working as it should.

Colorado Sunshine Laws are important to ensure voters have the ability to get information they need, including access to live meetings, documents, etc. in a timely manner. Though these are important laws, doing what’s right is always a requirement of my faith, and that means going above and beyond what is required by the law in many cases.

I support TABOR and have defended it with my votes and my voice as a commissioner. TABOR has been instrumental in restraining government growth in El Paso County.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

I will always stand up for the God-given, constitutionally protected rights of citizens. Whether it is churches ability to meet, the right of citizens to speak their mind regardless of their viewpoint (including criticizing their government) peaceful protests, or appeals to decisions and processes, I will use all of the abilities of my office to protect citizens from overreach.

During COVID I defended the right of citizens to attend worship, make their own choices about vaccines, and consistently used my office to call out those who silenced free speech that was counter to the narrative that many government agencies preferred.

I will continue to protect those rights, including against Colorado’s attempts to force citizens into the transgender pronoun charade.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

“Shall not be infringed” is what the constitution states. The 2nd Amendment is necessary for a free nation. Our founders knew that. These laws are an attempt to make it more difficult to obtain and maintain a firearm because Democrat lawmakers know they cannot outright ban guns as many would prefer. The Supreme Court has been clear in upholding these rights.

In addition, county buildings were recently included in one of these anti-gun bills, disallowing concealed carry for permit holders in county buildings. I voted for, and the resolution passed unanimously, to uphold the right for permit holders to continue to carry concealed in our buildings. This protects our staff and other citizens who want to exercise this right.

DEI, CRT, and other divisive programs and theories have divided our society and undermined the truth that all men are created equal. As a christian and patriotic American I reject any ideology or policy that suggests individuals should be treated differently based on their skin color or other immutable characteristics. Rather, they should be judged by their character, as Martin Luther King Jr. suggested.

Your tax dollars fund many of these programs at all levels of government both directly and through grants the government gives to non- profits. We must demand that discriminatory, anti-American programs focused on tearing down our society stop receiving this funding.

Recently, I voted against funding an organization that supported “race-conscious” decision-making in education.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

Free market policies allow freedom and fairness to flourish in business. Government can best impact the economy by reducing expensive, bureaucratic processes and regulations.

We must fight attempts to leap into green energy initiatives that are unrealistic, do not achieve their stated goals, and are counter to the needs and desires of our residents.

Water is a precious resource in Colorado. Our water laws are the most stringent in the nation, and we are unique in that we are the only state to have a court system with exclusive jurisdiction over water rights. This often means that water is complicated in Colorado, which makes it even more important to have experienced, elected leaders that understand how this system works.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

As a founder and board president of a charter school that achieved the most student growth in our district last year, I am passionate about quality education and parental rights.

Education does not fall under the authority of the Board of County Commissioners, however, I recently sponsored a resolution in support of charter schools in our community and fought against an attack on school choice at the legislature.

I am always a vocal advocate for parental rights whether in education or otherwise. I refuse to empower organizations that undermine parents and families.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

I am passionately pro-life and my husband and I personally support crisis pregnancy centers in our community. I have worked with pro- life organizations to support their mission, including resolutions to support the pro-life position.

To fight human trafficking I requested stronger contracting language in sub-recipient agreements that emphasizes the responsibility for organizations that work with the county to ensure that trafficking is prevented. We also work with senior services and families to protect those vulnerable population and ensure they have access to basic necessities such as food.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

Crime in Colorado is out of control, primarily because of decriminalization efforts and soft-on-crime laws passed by our majority Democrat legislature. That makes it difficult to combat rising crime, but we can continue to do better locally than areas like Denver by enforcing our laws and holding criminals accountable.

I have worked to inform policy at the state legislature, but a big role that commissioners play in public safety is prioritizing funding for our Sheriff’s office and our District Attorney’s office so they have the deputies and prosecutors necessary to do their jobs well. I have supported these offices and I am proud to have the endorsement of both District Attorney Michael Allen, and Sheriff Joe Roybal.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

The simple solution to the problems all of America is facing is to close the border. I have emphatically lead the charge for El Paso County to declare that not only are we not a sanctuary county, but Denver’s policy failures are a threat to our community as well.

Unfortunately, our federal and state governments have failed us. They have the ability to fix this problem. Instead, the state of Colorado has made things worse by tying the hands of our local Sheriff to deal with these issues rather than empowering him to do his job for residents.

I voted for El Paso to join a lawsuit against the state over these dangerous policies. That lawsuit is currently pending.

Proof of citizenship and residency should absolutely be required to register to vote in Colorado. Showing identification is a common- sense way to increase election security.

Though the Board of County Commissioners does not have a direct authority over elections, I support the efforts in progress at our local level to clean up the voter rolls and make sure only those legally able to vote have the ability to do so.

Occupation/Vocation:  Professional Engineer

Years Resident of El Paso County/District Represented: 45 years, born and raised

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

As a licensed Professional Engineer with over 20 years of experience in land use, I am uniquely qualified to serve as the El Paso County Commissioner for District 3. I served as an At-Large representative to the Colorado Springs City Council which afforded me the opportunity to serve on the Board of Directors for Colorado Springs Utilities, the Pikes Peak Area Council of Governments and the Fountain Creek Watershed District. My vision and priorities for El Paso County are to increase public safety, prioritize and procure funding sources for our roads and infrastructure, achieve an $80 billion GDP, and maintain our low taxes.

I believe that transparency, ethics, accountability, and community engagement are paramount to successful governance. While the governmental entity advocates for transparency, if the community is unaware of the information distrust can arise due to a lack awareness of the public information. Citizen interaction, involvement on boards and committees and knowledge of those issues affecting the community will result in greater accountability. Having had to adhere to the Sunshine Law, it is just as important to the voting public as the elected officials. I was comfortable knowing that my fellow elected officials were not meeting in groups larger than the law allows which lead to fruitful discourse and open public policy. TABOR has increased both transparency and accountability in governance.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

I would work closely with El Paso County Commissioners, the County Attorney, the District Attorney and the Attorney General to protect our rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances. Our Founding Fathers painstakingly analyzed, researched and debated the necessary foundation for this great nation, and the 1st Amendment is the cornerstone of the United States of America.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

I do not believe that mandatory gun insurance should be required. I do not believe that the minimum age to purchase a gun should be increased. I do not believe in banning assault weapons, as it is incumbent upon the individual to responsibly exercise their 2nd Amendment right. I do not believe that additional sensitive spaces should be created.

Fortunately, in the environment that I grew up in, there was neither an expression of anti- Americanism or anti-Semitism. Does that mean that neither existed? Are these new phenomena, or rather due to social media and the decline of fact-based information are these sentiments more apparent? I am proud to be an American. I am proud that members of my family, and those that I love, have served, and sacrificed to defend our great nation. Individuals who support the United States of America and Israel should continue to advocate for the truth and encourage those around them to continually seek the truth.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

As an elected official, I would champion the importance of education to improve our local economy. A vibrant economy requires a highly educated workforce to address the problems and issues of tomorrow. Water is essential to our survival both individually and economically. As a Commissioner I would continue to support the El Paso County Loop Project, Renewable Water System. Energy policy is not a one size fits all solution. All energy sources should be utilized, explored and developed.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

While education is not directly the purview of the Board of County Commissioners, I would continually advocate for parental authority in K-12 education, school choice and parental notifications. Several laws in our country require individuals to reach a certain age, notably 18, prior to participation (voting, purchasing a gun, military enlistment, etc.). The educational system needs to acknowledge, that until an individual reaches the age of 18 and has not been emancipated, their parents will have the final decision in their child’s education.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

As a member of the Board of County Commissioners I would advocate for the continual training of County staff to recognize those in our community that are victims of trafficking and abuse, senior citizens that may require additional resources and those experiencing mental illness. Thankfully with every passing day the stigma of mental illness diminishes more and more. Awareness of the County’s resources, including the El Paso County Veterans Services, is vital to protect and serve those in need every day.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

As your County Commissioner public safety will be my number one priority. Public safety is the most important role of government, both nationally and locally. In meeting with Sheriff Roybal, it is overwhelmingly evident the responsibility that he feels to keep our community safe. I will advocate for those that would like to start a neighborhood watch and utilize any available County resources or knowledge. I will advocate for continued communication between the Sheriff’s Office, State Patrol and the individual municipalities to collaborate not only to find those responsible for crime in our region but to continue to work closely with the District Attorney’s office to keep criminals off the streets and out of our neighborhoods.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

I believe that illegal entries into the United States have led to problems in our region. Due to our decrease in population growth, we need to continue to advocate and support legal entry into the United States. I would continue to support the Board of County Commissioners stance that El Paso County is not, and will not become, a sanctuary county. I would work closely with the individuals elected to represent our region both in Congressional District 5 and Congressional District 4 to explore all options both locally and nationwide to reduce illegal entries into the country.

I have met with Steve Schleiker, our El Paso County Clerk and Recorder, regarding election security and confidence. He has installed cameras to constantly monitor all ballot drop boxes. Also, when the ballots are collected two individuals pick up the ballots one a Republican and one a Democrat. I believe constant monitoring, new technology and security, and community participation will help improve confidence in our elections.

Occupation/Vocation:  Owner – Angler’s Covey, Colorado City Council

Years Resident of El Paso County/District Represented:  33 years

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

My experiences uniquely prepare me for public service. Raised in Colorado, I value community engagement and stewardship of our natural beauty. As the owner of Angler’s Covey for 28 years, I understand small business challenges and economic development. I’ve advocated for conservation and outdoor businesses through the Pikes Peak Outdoor Recreation Alliance and the Colorado Office of Outdoor Recreation Executive committee. Currently serving on the Colorado Springs City Council deepened my understanding of governance and community needs. Guided by strong family principles and Christian faith, I emphasize integrity, the rule of law, and compassion. My vision is to impact public safety, promote responsible growth, and address our mental health crisis.

As a strong conservative with a Christian worldview, I believe ethics, accountability, and transparency are vital to good governance. As County Commissioner, I will uphold high ethical standards and ensure decisions are made with integrity. Accountability means being answerable to the community and maintaining transparency in all governmental operations. I fully support the Colorado Sunshine Law and the Taxpayer Bill of Rights (TABOR). The Sunshine Law promotes transparency through open meetings and public records, which aligns with my commitment to an open government. TABOR ensures fiscal responsibility by limiting government spending and requiring voter approval for tax increases. I am dedicated to adhering to these laws, and ensuring our government remains transparent, accountable, and responsive to Colorado’s citizens.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

As a conservative with a Christian worldview, I am committed to upholding the First Amendment rights of my constituents. If elected as County Commissioner, I will: Protect Freedom of Religion: Oppose policies that infringe on individuals’ rights to practice their faith freely, ensuring religious communities can gather and express beliefs without interference.

Defend Freedom of Speech: Support the right to express diverse viewpoints, promoting open dialogue as essential for a healthy democracy. Support Peaceable Assembly: Advocate for the right to gather peacefully and express views. Ensure the Right to Petition: Maintain open channels for constituents to voice concerns and seek redress from the government. By upholding these rights, I will foster an environment where liberty and justice thrive.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

As a conservative and pro-gun supporter, I oppose mandatory gun insurance and increased minimum age requirements, viewing them as unnecessary restrictions on responsible gun owners. “Assault weapons” bans are misguided, targeting firearms based on cosmetic features rather than functionality. Expanding “sensitive spaces” or “gun-free zones” infringes on the right to self-defense, potentially making areas less safe by disarming law-abiding citizens. Effective gun legislation should focus on enforcing existing laws and promoting responsible gun ownership through education and training, not imposing additional burdens on lawful gun owners.

As a strong Christian conservative, I believe the rise in anti-Americanism and anti-Semitism stems from a lack of understanding and appreciation for our nation’s founding principles and values. This disconnect is exacerbated by biased education, divisive rhetoric, and the influence of social media. To address these issues, we must:

Promote Education: Emphasize comprehensive civics education that highlights the importance of American values, history, and the contributions of diverse communities, including Jewish Americans. Encourage Dialogue: Foster open, respectful conversations that bridge cultural and ideological divides, combating ignorance and prejudice.

Support Community Engagement: Encourage community programs that build mutual respect and understanding among different groups. By addressing these root causes, we can cultivate a more inclusive and unified society.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

As a current elected official, my record and focus has been on fostering economic growth through policies that support entrepreneurship and job creation. I would champion initiatives to reduce burdensome regulations, encourage small business development, and attract investment to our community. Regarding resources, I prioritize responsible stewardship. This means advocating for sustainable practices in water and energy usage, while also ensuring access to affordable housing for all residents. By promoting economic opportunity and prudent resource management, we can enhance our community’s quality of life and uphold our Christian values of care for both people and the environment.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

As a Christian conservative, I prioritize parental authority in education. I support school choice initiatives that empower parents to make the best decisions for their children’s education, whether it’s public, private, or homeschooling. As a county commissioner, I would advocate for policies that promote transparency and parental involvement in schools. This includes supporting parental notification on sensitive issues and ensuring that educational resources align with community values. Additionally, I would work to allocate resources effectively to improve educational outcomes, partnering with school boards to address specific needs and enhance opportunities for all students in our area.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

As a Christian conservative, protecting the vulnerable is paramount. I strongly advocate for the sanctity of life, starting with protecting the unborn through policies that promote alternatives to abortion and support for expectant mothers. I also prioritize combating human trafficking and abuse by partnering with law enforcement and community organizations to provide resources and support to victims. Additionally, I recognize the importance of caring for our senior citizens and addressing the mental health crisis exacerbated by isolation and loneliness. I will work tirelessly to ensure that our community provides the necessary support and resources to uplift and protect all vulnerable members, reflecting our Christian values of compassion and justice.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

The rise in crime, particularly in Colorado Springs, is concerning and demands urgent action. As a potential elected official, I prioritize public safety. I advocate for robust law enforcement measures coupled with community-based initiatives to address the root causes of crime. This includes investing in programs that provide opportunities for at-risk youth, tackling substance abuse, and supporting mental health services. Collaboration between law enforcement agencies, local government, and community organizations is essential to effectively combat crime and reduce its impact on our constituents. I am committed to implementing comprehensive strategies that ensure the safety and well-being of all residents in our community.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

Yes, illegal entries into the U.S. present significant challenges for our region. As a conservative, I advocate for upholding the rule of law and securing our borders. I voted as part of Colorado Springs City Council on a proclamation maintaining our status as a non- sanctuary city. If elected, I would prioritize cooperation with federal immigration authorities to enforce existing laws. Sanctuary cities/counties undermine the rule of law and incentivize illegal immigration, potentially exacerbating local issues. I firmly oppose sanctuary policies and believe in protecting the interests of our constituents by maintaining our stance against them.

Yes, I believe in enhancing election security to safeguard the integrity of our democratic process. Requiring proof of citizenship and residency for voter registration, as well as government-issued identification to vote, are essential measures to prevent fraud and ensure fairness. If elected, I will advocate for implementing these safeguards to improve Coloradans’ confidence in our elections. Additionally, I will support initiatives to enhance transparency, increase oversight, and invest in secure voting technology. By prioritizing election integrity, we can uphold the sacred right to vote and strengthen trust in our democratic institutions.

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

I have served as the Mayor of Monument, and currently serve as the State Representative for House District 20. I have a passion for local government. Currently serving at the state level, I have witnessed firsthand the efforts to subvert local leaders and force a one size fits all agenda from the state. My priorities are limited government, protecting taxpayers, and support law enforcement.

As a Christian, I rely on my relationship with the Lord to guide my ethics and provide direction in all my decision making. Accountability and Transparency are necessary to restore and maintain confidence in our elected officials and our Republic. I have always been a supporter of Sunshine Laws and a defender of the Taxpayer Bill of Rights.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

Maintaining the proper role of government is essential to protecting the 1st Amendment, when the size of government continues to expand it often includes moving into areas that interfere with personal liberties. As an El Paso County Commissioner, I would work to ensure the county runs lean and stays within its proper role.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

As a State Representative, a Veteran, and a Firearms instructor, I have worked to defend the 2nd Amendment at the Capitol and in my community. Legislation such as gun insurance, assault weapons bans, etc…. all target legal firearms ownership and ignore the criminals that do not abide by the laws already in place.

For the most part the issue of anti-Americanism and anti-Semitism falls on the breakdown of the traditional family nucleus followed by our failing public school system and delusional higher education structure. We need to make better efforts to teach American Exceptionalism and the moral foundation it rooted in.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

Improving the local economy starts with cutting red tape and the cost associated with them, when people and businesses can keep more of their own money it stimulates the economy. Prioritizing infrastructure and resources should inherently be the goal of any local elected officials. Resources can be scarce and the need for collaboration between entities is necessary for cost effective results.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

As a STEM Instructor and a member of the House Education Committee, I have continued to advocate for parental rights, school choice, and improving student outcomes without lowering expectations. Previously, as Mayor I oversaw a high school internship program, which introduced students to the innerworkings of local government and gave them firsthand involvement with their community.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

I have been a proud support of pro-life initiatives, increased penalties for trafficking crimes, and resources for victims. As an elected official, it is important to have open communication and be able to coordinate with organizations in the community that provide these types of services. Often these services do not require tax dollars, but knowledge of what is available and how to get the assistance needed.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

El Paso County has done a lot of work to improve public safety. As a commissioner, I would continue to support law enforcement, ensuring they have the tools to work effectively, which is why I am proud to be endorsed by the El Paso County Sheriff Joe Roybal. Efforts to efficiently increase law enforcement visibility and response times is a priority, along with improving staff retention and employee welfare.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

The location of El Paso County makes for a major illegal immigration passthrough. The lack of effort by the federal government to address the issue and the ignorance of sanctuary cities such as Denver has led to a challenging environment in the area and an increase of burden on local agencies. El Paso County must continue to put the local taxpayer first and not cater to those who do not wish to follow the proper protocols set forth in our nation.

El Paso County has and continues to take steps to increase transparency and confidence in the election process. As a County Commissioner, I would continue to provide support to the Clerk and Recorders office for these initiatives. I would like to see stronger parameters in Colorado’s election process, but this continues to be a pipedream until we have competent leadership in the Secretary of State’s Office and other leadership roles on the state level.

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

I am currently Fountain city council, ward 3. I have been on council almost 3 years. I have the experience making executive decisions and helping constituents. Before I was on city council I was a planning commissioner for the city of Fountain. I learned a lot about land annexation in that time. That experience will help on the County Commission. The 3 biggest issues I am focused on is public safety infrastructure and water. The immigration crisis at the border is also a huge issue as of late. Let’s be honest. The federal government and state government is not going to fix this crisis.

Ethics and transparency are vital in order to govern effectively. I think every single tax increase voted on should have some type of sunset to it. TABOR is important and the citizens should have the final say in what is done with a surplus in revenue. On Fountain city council I have always voted to send TABOR back to the people. I will continue to do so on the county commission.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

The El Paso County Commission has made sure that everyone’s voice is heard. I will continue to make sure everyone has the same 1st amendment right.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

What the state house is doing currently is nothing short of tyrannical. I will push back against the unconstitutional measures in the state house whether by ordinance or resolution. El Paso county should lead the charge with lawsuits that threaten our 2nd amendment .

Taking God out of schools was the first step. Secondly, we butchered the history books to paint America out as bad. Finally, once all the books had changed and prayer was banned, the children were indoctrinated by the left about their sexuality. The best step any parent can take is to get their child out of the public school system. Don’t let them become woke.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

I want to bring more trade work to El Paso County. There needs to be more warehousing and microchip type jobs. Jobs that pay more than minimum wage to start. This will grow the local economy. I also want to see more oil production in our county. Loosening restrictions from the state will free up oil companies to drill. I want to continue to exercise the 300 year rule the county has for water.  If the water isn’t set aside, we won’t build until water is acquired.   Also the continued effort to clean up our water supply from PFOS/ PFAS is vital.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

I am all for school choice.  I would like to see more districts have vocational programs in this county. I want to work with the districts on this. College isn’t for everyone and some people work really well with their hands. I think a school district that doesn’t respect parental authority isn’t good for anyone. Parents should have the final say where their child goes to school and should always be notified of any changes to curriculum or emergency updates.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

I am 100% pro-life. El Paso County needs to continue to provide resources to help the vulnerable in our society. As Fountain city council, we have been able to work with the senior center in Fountain. The Fountain police department started a program called BHCON where depending on the type of police call, a psychiatrist not a cop was able to take the lead. This program has not only saved lives and avoided arrests but provided resources to mental health patients in time of crisis.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

Crime is starting to become an issue in our county. I want to work with our county sheriff to ensure the community stays safe by giving them the resources they need. A satellite station on the east side of the county will improve response times.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

We are starting to see problems in our county due to illegal immigration. Already there are more homeless than a year ago. When elected I want to make an ordinance for non-sanctuary status for El Paso county as well as get the sheriff’s office an ICE
detainment agreement. Sanctuary cities/counties should not exist in this country.

Yes. An id and proof of residency should be required to register to vote. A government issued id should be required to cast a vote. The county commissioners need to make sure they are following all the audit laws. I want to ask for a 3rd party forensic audit of the machines we currently use on our county to ensure the voting process is safe.

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

Current Chairman of The Colorado Hispanic Republicans. Current Chairman of COGOPs CCD4
Former Chairman of COGOPs CD1
Former Chairman of COGOPs HD1

Small Business owner
Priorities- Bringing honest elections back to El Paso County.

I am a HUGE fan of TABOR and SCL. Our government was supposed to work for us. Not us work for them. What it has morphed into is a juggernaut that is out of control. We should know everything our government is doing and they shouldn’t have any access to what we are doing.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

You forgot “freedom of the press”.. The 5 rights that are listed in the 1st Amendment. The answer is simple.. Just follow the US Constitution. The 1st Amendment was put there to RESTRICT the government from infringing on our rights. (5 listed in the 1st Amendment)

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

I am a firm Constitutionalist. So I can say without a doubt that every “gun law” on the books right now is 100% UN-Constitutional. The Government has NO right to restrict our God Given Right to defend our lives and property in ANY way we see fit.

The Government run “education system”… The democrat run Department of Education is destroying our country. Indoctrinating our youth to hate our country. Schools used to teach of the beauty of America. and teach American History. Now they teach lies about America and poison our children’s minds.

Yet another thing we need to get government OUT of.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

sustainable growth. We need to be able to support our own. I will vote against any development that can not show it will NOT impact negatively on our water, energy, or natural resources. Improving local economy is easy… All we need do is REMOVE restrictions on business and get government bureaucracy out of our free market system. Unchain the entrepreneurial spirit of America and we will thrive again.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

Parents are the ultimate authority when it comes to their children.
Education is another easy solution. Get government OUT of it.
In the information age we live in. ALL we need to do is teach children how to read, write, and do math. And then turn them loose to learn. Anything they want to learn. When they are able to learn what interests them. They will be active in their education.
There is a new schooling system called Sudbury that I have looked into and think is on the right track.
I totally support School Choice. And believe parents should be in control of their tax dollars when it comes to their children’s education.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

I am 100% PRO life. From conception to natural death. Murder should be illegal. PERIOD! Although a County Commissioner has no power to effect laws.. I would be a yes vote to expand Law Enforcement budget with the caveat to expand human trafficking task forces. And establish victim resources to get them help for the rest of their lives.

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

Crime is out of control. And our law enforcement is constantly being held back and restricted. I would expand our law enforcement powers by working with the Sheriffs office to implement a citizens posy. Which would cost our county almost nothing but give our sheriffs office some much needed assistance. As well as push our DA and court system to prosecute crimes.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

Absolutely! I would implement a “send them back” policy in El Paso County. When Denver ships them here. We ship them back. The only sanctuary our county should have is a Constitution Sanctuary.. The US Constitution should be in FULL effect in El Paso County.

YES!!! Voter ID should be required. And we should have hand counted paper ballots. 100%! I would vote NO to ANY funding of Dominion voting machines. Or ANYTHING that goes with Dominion.

I would push El Paso to implement a government issued Voter ID Card equipped with your photo, that you receive before an election by registering to vote. (proving you are legally allowed to vote) On election day you take that card and exchange it for a ballot. We need to have honest elections again so the people can trust that their vote actually counts.

Email Address:  BDelgadoMiller@gmail.com

Occupation/Vocation:  Lead Analyst Specialist

Military Background (if any):  Army Retired

Years Resident of El Paso County/District Represented:  25 years

Your Experience, Priorities, and Vision

What experience (personal, professional, other), priorities, and vision do you have for the elected office that you seek that will benefit your constituency?

I have working experience in emergency and crisis management, assisting in the response to nation-wide emergencies, volunteered with the County Office of Emergency Management, and attained a doctorate degree homeland security emphasis. I am a working certified Project Management Professional.

My priorities include working with various agencies and organizations to address 1) illegal immigration; ensuring public safety, our law enforcement can work with ICE when necessary, and that we never become a sanctuary city. 2) Keep needle exchanges from the county 3) support common sense growth.

I am a disciplined project management professional. The key tenets in project management are transparency and accountability. I expect governing bodies to uphold the same high standards of ethics, accountability, and transparency that I have demonstrated as a professional. Citizens demand the same and should vote for candidates that uphold transparency. As an elected Commissioner I will ensure citizens are aware of public meetings by enhancing the notification process and advocating to hold meetings where the citizens live. I personally am grateful that spend thrift legislators and governors in this state must ask its citizens to approve tax increases. Citizens are the tax-payers and governing bodies (local to federal) have a fiduciary responsibility to use citizen funds with scrutiny.

1st Amendment

If elected, what will you do to protect your constituents’ rights to freedom of religion, speech, peaceable assembly, and petitioning the government for a redress of grievances?

Commissioners are responsible to uphold and protect citizens’ constitutional rights. The first amendment sets the stage for governing bodies to respect an individual’s foundational rights. I believe that freedom of religion is foundational to citizens’ moral and spiritual wellness and must be protected. Freedom of speech and peaceful assembly are methods that citizens make their voices heard and seen. Peaceful assembly does not include destructive activities or the infringement on others life, property and Constitution protected rights. Petitioning the government for redress of grievances is an arduous process enough without adding barriers. I will always support the Constitution’s Bill of Rights which assert individual protections against a tyranny.

2nd Amendment

What is your position on gun legislation regarding topics such as mandatory gun insurance, an increased minimum age to purchase a gun, so-called “assault weapons” bans, and creating various new “sensitive spaces” (additional “gun-free zones”)?

It is my opinion that heavy handed anti 2d Amendment legislation is meant to dissuade the possession of guns. Unfortunately, it is the lawful citizen that suffers the heavy-handed legislation. Criminals simply do not obey the law. Criminals will not lock their weapons while they drive to the crime or run from a crime. The criminal is given the advantage over the law-abiding citizen and gun owner. I also do not support identifying “sensitive places”. This labels a place (such as schools and parks) as a soft target where cowardly criminals again will have the upper hand. Again, the Bill of Rights was put into place to protect citizens against tyranny. Anti-2d Amendment bills put innocents at risk.

A radical, liberal agenda has been in power for the last 4 years in D.C. and the last 10 years in Denver is causing Anti-Americanism and permitting antisemitism.

VOTE! That is how citizens shape governance to turn things around. Vote for candidates who share your values. People who put America first, believe in the constitution as written. Not some cliff notes version that are twisted or ignored. Teach your children that America is the greatest country on earth.

The Economy and Resources

As an elected official, what initiatives would you champion to improve the local economy, and what are your priorities for addressing policies on water, energy, and other resources?

I will support efforts by the legislature to reduce property taxes, sales tax, reverse the delivery tax and all other taxes, currently called fees, that have been passed by the legislature in the last few years.
Form a County-Industry-Academic Triad to ensure that current and future generations know which skill paths are not only available but are most needed valuable, bridging the gap between what we need and what they want.

Advocate for strategic and collaborative planning to secure and maximize our vital resources to include land use, clean and available water and affordable energy. Support common sense smart growth.

Education

If elected, what would you do to help improve the educational outcomes for students in our area? What is your position on parental authority in K-12 education, including school choice, parental notifications, etc.?

As a County Commissioner the best thing I can do to help improve education is to vote for good, conservative people running for school board. I can listen when people bring issues before the Board of County Commissioners (BOCC) and talk to school board members, make recommendations based on citizen input.

I would support an effort to eliminate the teacher’s union from active involvement in our county.

I believe parents to BE the authority when it comes to their children. In Ephesians, children are told to obey their parents. This means that I support school choice, parental notifications, vaccinations, and anything else.

Protecting the Vulnerable

If elected, how will you seek to protect the lives of the most vulnerable in our community, including the unborn, victims of trafficking and abuse, senior citizens, and those experiencing mental illness?

When I think of protecting the lives of our communities most vulnerable I think of the resources that are available to County Commissioners and how to organize, prepare and employ those resources in a collaborative way. I am pro-life and a pro-life advocate. Mothers of the unborn require resources and information, children and adults who are in constant danger of domestic violence and trafficking need to have safe havens and resources to recover from the traumas and the mentally ill require county and state resources to alleviate harm to themself and to protect the community. The County Commissioners must support and communicate where and how the Health and Human Services offices support our county’s vulnerable

Crime

What are your thoughts about crime in Colorado and our community? If elected, how will you work to reduce the impact of crime on your constituents?

Without a doubt, decriminalizing crime, carried out by a liberal and progressive legislative body, has resulted in Colorado breaking records and becoming a top crime state. As an elected County Commissioner I will support our law enforcement community by going to the state capital to testify against further life and property threatening state laws. Reducing crimes begins with identifying the crimes that are prominent in each county district and as a whole. Communication and collaboration with the Sheriff and DA office to support methods to address the likely crimes. Another contributor to crime is drug use. I will also work to assure that no needle exchange programs are established in the county.

Immigration

Do you believe that illegal entries into the U.S. have led to problems for our region? If so, what would you do if elected to improve the situation? Also, what is your view of sanctuary cities/counties?

I support the current City and County Anti-Sanctuary Declarations. The County servants serve the public and the top priority is public safety. All illegal activity that puts public safety at risk must be addressed. I’ve had the opportunity to visit thousands of homes and a large percentage of residents expressed their concern for safety of their families because of state-level legislation that disallows enforcement of federal immigration laws. For example, disallowing county sheriff agents to contact federal enforcement agencies to administer immigration laws to illegal immigrants who have broken laws does not uphold public safety. Social-economic resource shortages to housing, food supply, medical can rise to a crisis level without the implementation of prevention and mitigation strategies.

Election integrity starts with two things: everyone registering should be required to prove that they are a citizen of the U.S. and should be required to show their government issued I.D. and proof of residency when voting.

Those running for office should be required to tour the county elections department to observe the process, learn how it’s done from start to finish. Citizens should also be informed on the processes.

As an elected Commissioner I will keep the public informed on actions taken by the Commissioner Board and the Clerk and Recorder that effects the voting process. Everything from voter registration validation to methods that ensure secure election ballot processing to include validation processes at the polling locations.

Christian voting

Voting is a simple, yet significant way to do something about public policy in our country. As people of faith, we will be held accountable for our actions, as well as our lack of action. (Luke 12:48)

Biblical worldview

By diligently learning, applying, and trusting God’s truths in every area of our lives, we can begin to develop a deep comprehensive faith that will stand against the unrelenting tide of our culture’s non-biblical ideas.

Vote your values

The issues of the day change. Political parties and platforms change. God’s Word never changes. The vote of every Christian should be based on the principles of Scripture and not persuasive personalities.

Electing righteous leaders

Bad governance and our loss of freedom is the direct result of the church’s failure to disciple. When the citizenry do not seek to be obedient to God’s Law, they vote in wicked and corrupt candidates, who then trample underfoot the God-given liberties of the people.
